Romans 11:25-27

25 “For I do not want you, brothers and sisters, to be uninformed of this mystery—so that you will not be wise in your own estimation—that a partial hardening has happened to Israel until the fullness of the Gentiles has come in; 26 and so all Israel will be saved; just as it is written:

“The Deliverer will come from Zion,
He will remove ungodliness from Jacob.”
27 “This is My covenant with them,
When I take away their sins.”


All Israel will be saved: Some universalists point to this verse as evidence that God is going to save every person. But Paul is not speaking with a universalist framework in mind. In Romans, true Israelites are those who have been circumcised on the heart or have experienced salvation (Romans 2:28). Paul’s point is that the whole tree will be saved.

This is my covenant: Paul is speaking of the New Covenant (Ezekiel 36:26-27; Luke 22:20; Hebrews 8:8-12). For Israel, this would have been the second or new covenant. But for Gentiles, it would have been the only covenant.
