Romans 13:8-10

10 “Owe nothing to anyone except to love one another; for the one who loves his neighbor has fulfilled the Law.For this, “You shall not commit adultery, You shall not murder, You shall not steal, You shall not covet,” and if there is any other commandment, it is summed up in this saying, “You shall love your neighbor as yourself.” 10 Love does no wrong to a neighbor; therefore love is the fulfillment of the Law.”

Fulfilled the law: Paul is encouraging believers to love their neighbors of all types. In order to do this, he reflects back to the Old Covenant law. Love was even the fulfillment of this law, according to Paul. So, love is a big deal to God in both the Old and New Covenants. Love does not commit adultery, murder, steal, or covet. But Paul’s proclamation does not mean that we are still under the law (Romans 6:14). He is simply saying that love is a big deal and it should be expressed by Christians to one another and to their neighbors.
